Democracy, a system based on the will of the people has evolved over time. However, today it faces an unprecedented threat: Artificial Intelligence (AI). From election processes to information manipulation from state surveillance to restrictions on individual freedoms, AI is becoming a force that could undermine democracy.

Governments and major tech companies are using AI as a tool to shape public opinion, influence election outcomes, and threaten individual privacy. How does AI impact democracy? Are digital dictatorships becoming the new normal? This article explores the risks AI poses to democracy, how it is being used by states and corporations and what the future might hold.

1. AI Driven Democracy: How Elections Are Being Manipulated

One of the pillars of democracy is free and fair elections. However, AI-powered algorithms have the potential to manipulate election processes in various ways. Here’s how:

a) Micro Targeting and Voter Manipulation

The Facebook-Cambridge Analytica scandal was a striking example of how AI can be used to influence elections. In this case, millions of users’ personal data were collected to create psychological profiles of voters, allowing for highly targeted propaganda campaigns.

For example, AI identified individuals’ fears and concerns and tailored political messages accordingly. Some voters were bombarded with fear based narratives, while others received entirely different messaging. As a result, elections are no longer just a competition between candidates but also a battlefield for AI driven data companies.

b) Deepfake Technology and the Distortion of Truth

Deepfake technology enables the creation of fake videos and audio recordings that mimic real people’s voices and appearances with astonishing accuracy.

• Deepfake videos were allegedly used in the 2024 U.S. elections.

• Fake videos of Putin and Zelensky circulated during the Ukraine and Russia war.

• Some nations witnessed public chaos due to AI generated fake political speeches.

This technology accelerates the spread of misinformation, deceives voters and manipulates public opinion. In short, propaganda is no longer limited to words, it now has the power to fabricate entire realities.

2. Digital Surveillance: A Threat to Individual Freedoms

One of democracy’s core principles is the protection of individual freedoms. However, AI powered surveillance systems have reached a point where they seriously threaten human rights.

a) The Chinese Model: Social Credit System and Digital Control

China is one of the most advanced nations in using AI for state surveillance. The Social Credit System is a nationwide AI driven system that ranks citizens based on their behavior.

• Those who criticize the government receive lower scores and lose access to social benefits.

• Individuals who support state policies are rewarded with privileges.

This system has effectively created a digital dictatorship, where dissenting voices are immediately silenced.

b) Is the West Following a Similar Path?

While China’s model is extreme, Western nations are also gradually increasing their use of AI for surveillance.

• The NSA in the U.S. uses AI powered data analysis to monitor citizens online activities.

• Despite GDPR regulations, European tech companies still collect and track user data extensively.

In other words, even democracies are using AI to monitor and control individuals, raising serious concerns about privacy and personal freedoms.

In the digital age, those who control information also control power. AI has become a tool for automating censorship mechanisms and controlling the flow of information.

In effect, AI has become a “digital gatekeeper” that decides what information is visible and what remains hidden.

4. Solutions: How Can Democracy Defend Itself Against AI?

Despite these threats, democracy can still be protected through proactive measures:

a) Transparent AI Algorithms

Governments and tech companies must ensure transparency in AI decision-making processes. AI algorithms should be audited by independent institutions.

b) Ethical AI Policies and Legal Regulations

Laws must be established to prevent AI from being used for election manipulation and misinformation. International agreements should be formed to combat deepfake and fake news.

c) Data Privacy and Protection of Individual Freedoms

Individuals should have more control over how their data is collected and used. AI driven surveillance systems should be strictly regulated and monitored by independent bodies.

AI has the potential to enhance human life, but in the hands of authoritarian regimes, it can also become a powerful tool for control and oppression. To preserve a free and fair world, global awareness must be raised about the risks of AI.
